Richard “Dick” Evans was the Chief Financial Officer for the City of Savannah until he retired in 2014. He worked for the City of Savannah for 38 years. Evans’ accomplishments include the construction of the city’s first public parking garages, extension of water and sewer services and negotiating intergovernmental sales-tax agreements. Savannah’s bond rating was also upgraded during his tenure, allowing the city to secure a bond refinancing deal. Mr. Evans serves as a member of the Chatham County and Savannah Land Bank Authority, Inc. He serves as the treasurer for both CHSA Inc. and CHSA Development Inc., and Chair of the Funding Committee.
